For what it is worth, at this point I would not say he is not a lawyer, his credentials MAY be valid in England, but he apparently is not eligible for legal license of any type in the US. (England still as a type of internship program where law school as we know it is not necessary)

This is true. Met a 23-year old lawyer from the UK two months ago, working as an intern for a non-profit in the states. Legally here, he is not a lawyer. He was forthright and let us know that though in the UK he can be called a lawyer, he is really not one yet -- at least according to US standards.
