That neither confirms these specific funds are Fed or not. Way to mince words though. Either way... all is fair. They've applied for the loans just like any non-profit would, for services that are consistent with the qualifications for these grants.

No they haven't yet applied as any other non profit.

I posted that they still have not formed the 501 3 c corporation.

If this is true, then they wouldn't qualify for the loan they are applying for. DOH! Like I said... Non-story.

The money cities and states have for grants are commingled quite often. The fact that this particular grant overseer has accepted fed money doesn't cleanly connect the dots. Either way, it's the prerogative of the State to allocate the money how they deem is worthy (not the Feds). If the money is given for services provided, then that's the criteria.
