Modesty is cultural.

Otherwise he should have the girls in his church wear a head covering / veil just like the early church did. Because its in the bible, and if you don't follow that your a freaking liberal sellout.

To so degree it is cultural, but basis of modesty or intent is alwyas the same.

Years again women wouldn't have been caught dead in public with sleeves above their elbows.

If you want to carry your thought out a little further there was a time a few hundred years ago when a woman ankle showing was considered erotic and scandalous.

Modesty and moderation are moving targets to some degree and do change over time with cultural norms.

When Pentecostals or anybody else tries to ignore these facts it hurts their credibility. One good example is the insistence of many Pentecostals that pants are mens apparel when it is clear that for the last generation they are also women's apparel. Not exactly the same as men's because the cut is differnent much the same way a women's blouse is shirtlike but cut different to fit a woman's physique.
