We have a Pattern problem.
Who serve unto the example and shadow of heavenly things, as Moses was admonished of God when he was about to make the tabernacle: for, See, saith he, that thou make all things according to the pattern shewed to thee in the mount.
Heb 8:5 (KJV)
Jesus established a pattern for us to follow...
But Jesus called them to him, and saith unto them, Ye know that they which are accounted to rule over the Gentiles exercise lordship over them; and their great ones exercise authority upon them. 43 But so shall it not be among you: but whosoever will be great among you, shall be your minister: 44 And whosoever of you will be the chiefest, shall be servant of all. 45 For even the Son of man came not to be ministered unto, but to minister, and to give his life a ransom for many.
Mark 10:42-45 (KJV)
This is an old problem, even dealt with in the Old Testament...
But the former governors that had been before me were chargeable unto the people, and had taken of them bread and wine, beside forty shekels of silver; yea, even their servants bare rule over the people: but so did not I, because of the fear of God.
Neh 5:15 (KJV)
Whenever someone is trying to be in charge over others, their motive and the pattern of their efforts reflects this error, and the result is a ceasing of the ministery flow.
Whenever someone is trying to help others, they are often willing to suffer more that others might be eased, to give more that others might have less of as burden, and if they become very successful, they will become like their Lord, who laid down His very life for others. The result is an overflowing and outflowing of loving ministry.
This was the greatness of John the Baptist, as he exceeded all the prophets in understanding and accepting that the will of God was for him to decrease.
He must increase, but I must decrease.
John 3:30 (KJV)
Much of the structure, the offices, and the bylaws were designed on a false idea, that truth needed protecting, as though truth is weak, but the opposite is true. The structure, the offices, and the bylaws are not the pattern Jesus established.
It's a pattern problem.
