I feel the Owners of this site can change this situation, and others that may follow in the future.

If the owners feel that Dr or Bro Vaughn has misrepresented himself, they can remove him.
This is their forum and they make the rules.
I feel they are very capable of making decisions.

If the Owners choose from here on out, to ask for a copy of someones certificates, ( before that person is allowed to post that they hold such a degree or before they attach dr to their name) that may stop this from happening again.
The burden then would be upon the person to provide that document, or just post under a plain old name like the rest of us.
