The United states found itself short on good rope etc during the war and put out a video called Hemp For Victory where they encouraged farmers to, once again, farm the hemp plant.

Industrial hemp is certified THC free... THC is the chemical found in Marijuana that creates the "high".
Hemp is of the same family but is not useful as a drug.
Banning hemp because it is in the same family as the marijuana plant is tantamount to banning Poppy Seeds because of their familial relation to heroin.
