When we were in the UPC in the 80's we were just never allowed to go swimming regardless of what we wore. It was a "guilty by association" thing where you were not allowed to do something if it was too similar to something else you were not allowed to do -and this could (and did) often go more then just one step removed.

And no doubt also helps to create road rage in those driving behind him or her because of their tendency to drive under the speed limit thus slowing ALL the cars behind them to a crawl.
