I submit to you that the phrase "kingdom of heaven" is a standard 1st century Judaic euphemism for "kingdom of God", much as "The Name" is a modern Jewish euphemism for "God", and much as we today might say "Heaven only knows".

And thus, "kingdom of heaven" and "kingdom of God" are the exact same thing, and no distinction was implied or necessary, except a distinction of emphasis on the heavenly source of God's kingdom.

The "keys" is a metaphor for the ability to unlock (and lock) the "door to the kingdom", which is accomplished through anointed preaching and teaching.

The scribes and Pharisees took away the "key of knowledge" from people via their false doctrines.

The key(s) therefore is a metaphor for that correct knowledge which allows one entrance into the kingdom of God as a citizen, with all its attendant priviledges and reponsibilities.

How you make this leap of keys {Acts 2:38 key} being given to Peter ... before he was even Holy Ghost filled ... or even understanding what it consisted of .... is mind-boggling.... especially given your soteriological view ....
