Of course I believe Acts 2:38 speaks of the only plan of salvation. How many ways to salvation are there? I only know of one. That is through Jesus Christ. Furthermore, exactly how was Acts 2:38 fulfilled in the Bible. Oh thats right, they who gladly received his word were baptized. (Acts 2:41).

Then again, this is a LOADED question.

LOADED with tons of assumption and inconsistent hermenutics if one wants to demand that all throughout human history anyone who has not/did not speak in tongues is lost "as two boys kissing".
