From my experience, many Charismatic churches lack the order (freedom) in their services that allows for God to move in that way.
OFTEN, it takes faith and patience to seek the infilling of the Holy Ghost.
It is NOT BIBLICAL to teach that God gives it to folks as soon as they believe. One can do everything right and still have to wait because GOD is SOVEREIGN.
Their (Charismatics) sermons are often too trite and folks are in too much of a hurry to wait on God.
They don't pray deeply or even allow for deep heart-wrenching prayer before their services. Midweek Bible study has been replaced by comfortable and heavily scripted home group meetings.
Friday night prayer service for singles have been replaced by fellowship night at the Verizon Center.

One can emphasize the Holy Ghost Baptism without legislating it. This is where I and the UPCI must part ways and I have, but I sure do miss them.
At the end of their (UPCI) services, the person who WANTS to seek the Lord at the altar is not only welcome to do so, but they're encouraged to do so. They're encouraged to bring their families to come and seek the face of God.
Their encouraged to bring their friend to seek the face of God.
I don't agree with the condemnation that some preachers use as a way to bring folks to the altar. Sometimes it just seemed like the preacher's self worth was wrapped up in bringing folks to the altar-- so they become spiritually manipulative (although there is nothing spiritual about this method.)
The UPCI very rarely has their services presented like a fast-food chain chain combo. I have visited so many Charismatic churches that do just that.
The Charismatics need to learn the art of "fine dining" in the Presence of the King of Kings. Then their adherents would receive the staying power of the Holy Ghost in greater numbers.
All of this is my opinion, based off of what I have seen, heard and experienced.
