Indeed, it is the power in the hands of the individual DS that leads to such a dichotomous result.
And yet the only way to be more homogenous is to centralize authority at HQ, which no one seems to want to do.
Therefore each district's rank and file needs to elect leaders which truly represent their values. If that is currently happening then the DS decision reflects the majority of the district, if that is not happening elect someone who will.
The only third option would be to join the new organization that Alter Ego is putting together.

This was also the case with the TV issue. Some DS's were dogmatic on it, and some looked the other way.

You know, TR, you would think that the local church member would be relishing in the fact that their district would have more say than having to go through the mothership. I believe that this is complaint for complaints sake. Had the GB said we will make the decisions in regards to dual membership, complaints would have been made arguing that point.

No, I am planning on joining the NCO.
I heard they don't make you pay dues.
How could I improve on that?

It really doesn't matter to me, I just thought it didn't make a lot of sense.

No offering collections every month, either ...
or having to pay tithes to the district on offerings collected for HQ.
