In answer to your question on another thread, I was listening to the interview with David Bernard. About half way through when he's discussion church planting, he said that he uses people who come regularly in some capacity (not leadership) even if they haven't been baptized. He didn't specify water or Spirit (my guess is Spirit). He likes to get them involved early so they feel like they are a part of the church.
