How can he be an ex-UPC and Non-Traditional UPC standard keeper? There are UPC preachers that don't enforce standards and then there are ex-UPC preachers. Your question has two types of preachers listed.

I would have no problem with a non-traditional UPC standard keeper baptizing new converts, but I would have to know more about the ex-UPC preacher before I would feel comfortable having him baptize someone.

If they are ex-UPCI but still in the faith then there is no problem...I agree with PO...it is the heart of the individual being baptized that is more importnat than who is doing the baptizing as long as it was in Jesus name.

I know of a backslidden apostolic man that was in prison and baptized a fellow inmate in a laundry tub, after telling him of Jesus Name....and God revealed Himself to the inmate...was this legit?

There are plenty of people baptized who do not have a full clue why.
