how do you justify this in light of Scripture advising us not to take offense? Where is the line iow?

There is a big difference between taking offense and training children the difference between what information needs to be given to adults.

children usually snitch because they wish to condemn tho, right? Joy is even derived from it. So i would think some lesson that showed this would be the more important, tho i'm not sure what that would be.

Wrong doing needs to be reported to the proper authorities, at all times. If my children are doing something wrong, say, at a playground, but I didn't see it, and another child came to me and told me what happened, I would be thankful and would address the issue immediately with my children.

This is basic morality. Crimes needs to be reported. Abuses need to be reported. So do sins, if they are harmful to the over all body (e.g. fornication).

What is the world coming to when one's proper duty is being relegated to a street thug mentality of "snitching"?

well, i think a concept of "tattle-tales" has prolly been around since forever, and the tension between gleefully telling on someone else to indirectly elevate self v dutifully revealing sin after having first approached the sinner in private might be illuminated in your example; no kid will likely come to you about one of your children's playground infractions--they will take the info to the proctor, yes?
