I think the problem with some Apostolic churches not operating in the Gifts stems from a couple of things. IMO. We all know that most if not all pastors want to be in full control over the runnings of the church and the services too. There are alot of pastors that do not operate in the spoken gifts. Most of these men do not either want to or if they want to and are not able to they may kind of try and squash it.
I have known different pastors that their church does not operate in the gifts openly and some churches not at all. Some pastors feel that if they can be the operating in the gifts then they do not want them in operation because "how can I regulate it and control it if I can not do it myself" that is what some of them think. Most of those men will not teach on the gifts thus not opening the saints to seek them. I bet if you asked most of the pastors they would say they are open to it (as it was already posted). But if you asked them a pointed question if the kind of squash it because they can not control it, most would deny it.
I talked to a lady that has been in pentecost most her life and did not know what the Gifts of the Spirit were. Sad huh? I would bet that if you asked
There are men on the other side that let the gifts to go as they will. I know that Anthony Mangun for one is not used in the spoken gifts alot. Though in the past year it seems he has been used more. But he says he could not pastor without the unspoken gifts working in him. But he does allow the spoken gifts and knows how to judge them accordingly. It becomes trial and error sometimes. But if we stay open to the "usage" of the gifts and not just "open to the gifts" working being a possibility then we will most surely see them work!
