That is precisely the point. A prophetess does not expound from the scripture. Prophets/prophetesses are instruments God uses to give voice to His thoughts.
The Levites were to teach Israel the word of God:

In the synagogue a man may read and exhort from the scriptural text, but not a woman.
A man can be a prophet or a preacher/teacher or both at the same time.
A woman may be a prophetess but never a preacher/teacher.
There is one scripture where a woman did teach:

Fact:
Levites were teachers of Israel.
Fact a man could be a prophet, teacher or both.
Fact a woman was only a prophetess never a teacher of the Law. That was for the Levites.
