The Israel Antiquities Authority stated that Wyatt was never a qualified archaeologist and did not possess a BA in archaeology, which is required for licensed excavations in Israel? So, how exactly did he do excavations in Israel if Ron Wyatt was never qualified to do excavations in Israel? Ron Wyatt says he had "verbal permits?" Whatever a "verbal permit" is then the Israel Antiquities Authority (IAA) have no recollection of these "verbal permits." Israel Antiquities Authority (IAA) denies issuing these verbal permits and questions the legality and authenticity of Ron Wyatt's finds. Wyatt's official organization, Wyatt Archaeological Research (WAR), claimed that the IAA was aware of his activities and had issued "verbal permits" for most of them, as well as official permits for all WAR excavations since 2002. Who is qualified to do archeological excavations in Israel?

In Israel, all archaeological excavations are regulated and licensed by the Israel Antiquities Authority (IAA), an independent governmental body that manages the nation's archaeological heritage. The specific qualifications for excavating vary depending on whether you are directing an academic project or volunteering as a fieldworker.

Qualified excavation directors

To receive an excavation license to direct a dig, an individual must be affiliated with an academic institution and meet strict professional criteria.
Scientific and financial ability: The IAA's Director considers the applicant's scientific and financial capability before issuing a license. The academic institution backing the application is responsible for fulfilling the requirements of the Antiquities Law and must provide facilities for research, storage, and publication of the findings.


Formal academic training:

A prospective director must hold at least a Master's degree in archaeology. A doctorate is typically required for those who want to teach or supervise excavations.


Field experience: Applicants must have sufficient field experience in Near Eastern archaeology.

Responsible body:

Academic institutions, whether Israeli or foreign, are the primary bodies to which research-oriented excavation licenses are granted. In recent years, licenses have also been issued to accredited Cultural Resource Management (CRM) companies, particularly for salvage excavations.

Volunteers
For the general public, no formal training is required to participate in an archaeological dig. Many excavations in Israel rely on volunteers from diverse backgrounds to assist with fieldwork.

Volunteer programs:
Academic and field school excavations often have volunteer programs to recruit participants. The Friends of the Israel Antiquities Authority also invites volunteers, with a minimum age of 16.
Physical fitness: Volunteers are expected to be physically fit and ready for manual labor under a demanding work schedule.
Training provided on-site: On-site training is provided for volunteers and students, allowing people with no prior experience to participate in the discovery process.

Illegal digging

Israeli law strictly forbids any digging or searching for antiquities without a license from the IAA. Violators face heavy penalties, including fines and possible arrest. Even landowners who discover artifacts on their property must report them to the IAA within 15 days. All antiquities discovered after 1978 are considered property of Israel.

So, what's up with the so called verbal agreement Ron had with the forgetful Israelis?

What were the exact regulations at the time of the digs.
Exact wording, exact documents.
Especially c. 1978-1980, when the digging began at the Garden Tomb.

btw, I have seen an informal written approval for the Garden Tomb dig, not sure if it is online.

(Years back, I went over some of this with Joe Zias, when the internet forums were young.)

You have some opponents of Ron who look for any angle they can find, and do not care when it is shown to be wrong.
