I did read it after posting. I also see where the error in understanding was. Follow my next few lines...
Hypothetically speaking, let's say J Suber is taking the church that another thread mentioned, and instead of re-licensing with UPCI, he remains "out of the mother-ship". Now, this next part is really, really, really hypothetical, because J. Suber doesn't even know I exist, I am sure, but suppose, for a moment, he would issue me an invitation to come and preach for him. With me holding a license, and J. Suber not,
I would be required to contact the district he is in, and either find out of he is under question or obtain permission to go.
As a UPC pastor, if he is NOT under question, I am under no obligation to ask anyone if he can preach for me.
