Arminius says, “No.” Arminius writes, “This is effected by the Word of God. But persuasion is effected, externally by the preaching of the word, internally by the operation, or rather the co-operation, of the Holy Spirit. Tending to this result, that the Word may be understood and apprehended by true faith” [10].
Therefore, according to Arminius, salvation is not available to all of mankind. Salvation is only available to those who hear the Gospel. However, this Gospel must be accompanied by God’s prevening grace, which is capable of awakening the spiritually dead, bending the will of utterly sinful men, and wooing them to the gracious gift of salvation through faith."

So, another case of misappropriating terms and redefining doctrines. Prevenient Grace is a doctrine of Arminius and the Arminians, and was as I originally stated..
If you have your own version of "prevenient grace" doctrine, then okay.
Now the question is, "is your version biblical?"

There is an "inner calling" a drawing that precedes one's hearing of the Gospel. And the grace of this "inner calling" has appeared unto all men. Christ promised to draw all men unto Himself, if He be lifted up. And so we know that all men have been drawn, the "inner calling" has gone out into all the world to all peoples. However, it can be resisted. And while most resist it for their traditions and religions, many do find themselves drawn and compelled to seek something greater. These are those in whom Prevenient Grace continues to work, preparing them for the hearing of the Gospel. It also arranges for that meeting of witnesses wherein they are given the ultimate choice to obey the Gospel or be lost.
The "inner calling" (Prevenient Grace) and the "outer calling" (the Preached Gospel) are two distinct things working towards the ultimate moment of choosing salvation or rejecting it.

We can be assured that the Holy Spirit has whispered into the ear of every man's "inner man", testifying that there is more to life and eternity than what they have in their fallen and lost state.
But only those who respond to this "inner calling" show promise of salvation. These are they who God sends missionaries and witnesses to reach.

So in essence, there isn't a soul alive who hasn't heard on some level, even if only in their "inner man", of which they are not consciously aware of.

The lost who never heard with their physical ears will see on Judgment Day how they indeed heard on the level of spirit and rejected the Prevenient Grace of the Spirit in favor of their own will, tradition, or religion.

John 6:44
No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day.
John 12:32
And I, if I be lifted up from the earth, will draw all men unto me.
1 John 4:19
We love him, because he first loved us.
1 John 2:2
And he is the propitiation for our sins: and not for ours only, but also for the sins of the whole world.
Titus 2:11
For the grace of God that bringeth salvation hath appeared to all men, Prevenient Grace is universal in scope. The preached Gospel is not.

When the inner calling of the Spirit and the outer calling of the preached Word are heeded perfectly, salvation is assured. And this has gone out to all peoples. But only a remnant respond to that "inner calling", or, "the drawing of the Spirit". Most resist.

Why does the young Hindu lay awake at night staring at his family idol thinking, "There has to be more than this...."???? Prevenient Grace my friend. The Spirit is calling him. Every man has been confronted with this at one point or another. This is the work of the Spirit.
