I don't think the real issue is: "CAN GOD?" Probably everyone here believes God has the power to do anything, He wants to do. He just doesn't have the authority. That's why He worked for so long and hard to get into the Earth as a man.
Under the covenant He had with Adam, He didn't have the authority to come in and take over. He had to play by His own rules (Laws). He couldn't just come into the Earth and right every wrong, heal everybody or save everybody, unless somebody who was born on the Earth asks Him to do it. If He did without someone asking Him, He would be breaking His word, and God cannot lie.
The body of Jesus, the "son of man", gave God the authority to destroy the works of the devil. As long as Jesus was here, He could do many mighty works, but men still have to believe him. Now that Jesus is no longer here in flesh form, God has to rely on His Church, which is His body.
God has always works with a "mankind" to get His will done in the Earth. He used Enoch and Methuselah to prophesy the flood, and Noah to condemn the world. He made a covenant with Abram to get His Only Begotten Son into the earth.
If you don't believe the above, then tell me why do we have to pray for anything? Why are we commanded to pray that God's will be done in the Earth, even as it is in heaven? Why are we told to pray to the Lord of the Harvest that He would send laborers into HIS harvest?
If it is His "will" and His "harvest", why do we have to pray for them to come to pass?
