JD - I agree with you in part.
Although I am somewhat confused as to what promises the government made that were broken.
As late as the 1970's the feds were participating in a plot to deprive black farmers of their lands, by denying them loans and insurance that they were giving to white farmers.
Maybe that is what you are referring to.
I will say that the "war on poverty" which has led to the destruction of the black family unit has been the biggest contributor to the prevention of advancement for many.
But, you do not find many willing to talk about this, as it is a sensitive subject.
