From now on ... Each church will be surveyed ... every year for how many baptized ... how many received the HG.

It really doesn't matter, IBCrazier2, who or what he is. If he's not elibible, then he's not eligible..
If the UPCI is going to govern itself by the rules it has made and put in the manual, and then decides to not follow through, it's (UPCI) asking for a heap of trouble.
