Absolutely true!
Every person that I witness to and pray for, I try to convey to them the importance, the necessity, of the Holy Spirit baptism!
At the same time, I'm sure that the Phillipian jailer and the Ethiopian experienced full salvation before the conclusion of their Biblical narratives.
Telling someone, even implying, that you have to speak in tongues in order to be saved is adding to the Bible! I feel very strongly about this!!!
Still, I want everyone to experience this and definitely can't have peace about dating someone that has not:

Experienced water baptism in the Name of Jesus, and
not been filled with the Holy Ghost with the evidence of speaking in tongues.
