Reading this thead once again makes me feel sad for the folks caught up in legalism. I know they are sincere but it is still sad.

I experienced it outside of the OP movement (yes OPs aren't only churches with "standards"). The church I received the Holy Ghost at was a Full Gospel church. Used to hold real hardcore "holiness" standards, stricter then some ultra-con OP churches I know. Over a two year period the church dropped most of their standards slowly.
The pastor also started wearing catholic garb including those weird mitre things. The church has lost a good amount of it's members and up until recently the church was pretty stagnant in worship. God used to move through that church like a hurricane. Demons were cast out, people were healed, the church would be packed during prayer services. I honestly don't think they have prayer services anymore to tell the truth. They used to fellowship a lot, including with a few OP churches. I'm not sure if they still do. Haven't been there in years. I'm not saying the standards are what caused that church to become really dead... the slacking off on prayer and discipline did that, the standards just went with it.

when my friend mentioned less fellowship he was refering to the local church itself.

So, your friend sees less fellowship within the church itself since the loss of 'standards'? Well, that is because of the lingering spirit of judgmentalism on the part of some memebers, meaning the folks might still have fears of being judged by others. This will pass as they grow more in the grace and knowledge of the Lord Jesus Christ.

I don't know of one or heard of one church that dropped standards that hadn't seem to lose power or commiment.

What do you mean by "power"? I don't confuse jumping around and a lot of loud hollaring as "power" and I hope you don't.
I have seen just as many miracles and Gods marvelous work in peoples lives in churches where the pastor speaks in a normal voice as the years spent listening to preachers scream their lungs out with spit flying all over and faces so red you think they are going to have a stroke.
