Supposedly they are wanting to legitimize theft under certain conditions. Such as if theft was to sustain their life. Why not give exemptions to small business being hammered by covid restrictions when they are just trying to feed their families.

Shutting down small businesses so everyone runs to Walmart and Home Depot is senseless.
