A local pool/billiards hall tried that, basically telling everyone that masks were optional and that he wouldn't question anyone who said they couldn't wear a mask. Rather than going after the people, they went after the business. The HHS put up "business closed" signs, they tore the signs down and stayed open anyway.
They eventually capitulated, but there is a class-action lawsuit in the works against the city and the mayor.

The masks that most people wear (the same thing I'm forced to put on when dealing with customers) don't prevent the spread of viruses anyway. They're to prevent bacterial infections in hospitals, which is the deadliest threat against people who are sick. Viral infections - such as the current "pandemic" - are not stopped by a piece of cloth. In fact, the CDC recently determined that they did little to nothing to stop the spread, and in some cases actually
increased the spread (e.g. the bandanna type that you pull up over your chin).
