Presidential Executive Orders
Is there anything, any law, any guide lines that govern or control the executive orders? Can a president do anything he chooses by simply signing an executive order?

No, there are Constitutional limits to EO's. The President cannot make new laws. If he could, there would be a ban a guns and Presidential term limits would've been abolished.
Basically, an EO is only for how the government operates. It doesn't have the authority of law, and it typically only affects government internal policy, and its employees.

Well, a congresswoman on Fox, speaking before the president's remarks, said that should Congress vote NOT to attack Syria, the Commander in Chief could still do it.
It would be met with great opposition, but he could do it...at least that's what she said, and I can't recall her name.

It's not true. The War Powers Resolution says that the President can order military strikes under only three conditions: a Congressional declaration of war, other Congressional authorization, or in retaliation for an attack on America.
That's it. Two of the conditions MUST have Congressional votes; the third requires it be in retaliation for an attack on the US.

The bombing in Syria was NOT an attack against the US, and doesn't satisfy #3.
Remember, VP Biden was on tv when W was President, saying that his experience with Constitutional law says that the President MUST have Congressional approval; he went on to threat impeachment if W acted without winning a vote in Congress.

WRONG! She was Republican...
The congresswoman was asked her opinion and gave it...doesn't make her right, and it certainly wouldn't be the 1st politician to speak out of turn.

To save face, Obama can consult congress and if they say "No", he can shrug and say "It's out of my hands then. I can't go against Congress"
