Because saying tongues is required is like getting people to shoot for tongues. The evidence is not what we're after. It's the Baptism of the Holy Ghost. We never tell people to seek for the evidence. We seek for the Spirit. Unfortunately, shooting for tongues has crept in to a lot of people's thinking and they are seeking tongues more than the Holy Ghost and wonder why they never get it.
