Teaching by example.

Jesus predicted the Church would speak in tongues, as a supernatural sign. Mk16.17

Ac2 shows Jesus' followers speaking in tongues, obviously orchestrated by the Spirit.

Ac10.45,46 shows a prevailing understanding of the early Church: when you receive the Spirit you will speak in tongues.

All things God desires are not always commanded. The Bible teaches 'The NT Faith' by example as well as by command.
