Read David Bernard's Understanding the Articles of Faith for a detailed explanation and history of the changes to the Articles of Faith. If you'd like, I can point you to a publically available electronic version. Just PM me and I respond via PM.
As far as "trying" to change- they did change. The "conservatives" have had almost unfettered success in running their agenda through the UPC at least since the 1950's. The Tampa vote was the first time that any element of their changes was ever rolled back.

They have a right to leave the UPC, but it can be said of the Tulsa 6, if it were not for bad ethics they would not have any ethics at all... They and those who went to Tulsa to support and follow them have been a hollow subculture for some time within the UPC. Hypocritical overweening blind leaders of the blind, who will soon fall into the proverbial ditch of their own devise.
