Presidental Fundraising

1.Are there no rules prohibiting fundraising abroad?

2. Who has raised the most? Obama or McCain? And by whom?

My understanding is that Obama is ahead in the fund raising department. Not too sure on how all the rules work, but I know that he chose not to accept federal funding and McCain did choose to accept it. Obama will not take money from lobbyists, but McCain will.
