Just as God influences men to turn to him and be saved. So also fallen angels influence men to rebel against God.
Acts 4:3 But Peter said, “Ananias, why has Satan filled your heart to lie to the Holy Spirit and to keep back for yourself part of the proceeds of the land?
Satan is a spirit being just as all angels are. It wasn't an nebulous "spirit of rebellion" that filled Ananias' mind.
