Irrelevant ? I dont think so, in the undeveloped countries you will see someone sitting in the village under an umbrella surrounded by several phones ,a virtual pay phone booth with a person to pay.

From what I understand it's from the FREDERAL Univerisal service fund. If so, this it's still a gov funded handout.

Ok after reading up on it some more. The phones are covered by tracphone but monthly service covered by FCC. Like I posted it wasn't something I heard, so didn't know all the facts.
