Man, are you uptight any more? I still say it's way over 100% that get's held out. And that's just the tip of the iceberg. It's really way, way more. More like 1000% or more.

The "real UPCI missionaries" that I know don't even go around carrying a gavel because HQ would charge a fee for each smack of the hammer. Most of them conduct their business meetings using really bruised bananas that they garnered through barter with natives who were already won over by Seventh Day Adventists 50 years ago.

I think 15-17% is a reasonable overhead for a Foreign Missions department.

In the 70's attended a decent sized church approx 25 miles from HQ; respected upci church and pastor.
This pastor did not approve of the FM money system and all of the FM offerings were sent direct to the missionary.

If those missionaries were part of the UPC's PIM program, then they reported the funds they received and it was accounted the same as regular PIM gifts sent directly to the Foreign Missions Division.

Seriously now... I knew missionaries and saw them receive offerings in their travels. What I witnessed was, if the gift came from a saint in a church, the missionary gave that gift directly to the pastor and it was then usually given back to the missionary as part of a larger offering. If the gift came from a pastor, then that gift was recorded as a part of the general offerings received and generally was used to offset deputational expenses.

Any funds sent to a missionary overseas was reported and accounted as though it had been sent through HQ. Fact is, the UPCI "HQ" has always been pretty lean in the FM side of things. It did become rather top heavy (reportedly) at one time on the HM side, but the FM Division has always been fairly consistent with the best of other denominations and orgs in this area.

I agree. If they don't take anything, who is going to pay?? The ones who pose this type of question need to spend more time praying and less time trying to find something wrong with UPCI.

So the percentage has stayed about where it was 25 years ago. If that's the case it is a surprise.
I have nothing against 10 or 15 percent, providing the mucky mucks at HQ aren't drawing this income on the backs of their PIMers. (Besides being overpaid) Those guys need to earn some of their own income (ie: speaking fees, books, local church ministry etc) with the express intent to offset some of the load of the FMs particularly those going where the COLA is high.
I'll admit it: I'm wired against a large, centralized headquarters that TAKES money from the PIMs.
