No...The Government in Place enforces the Law and the criminal faces his judgment....that being said the victim is still left with the stain of the offense... to overcome it they must be able to forgive to carry on... whatever the crime may be...

Gotcha. Maybe that's why under OT law there was much more restitution rather than a debt to society idea.
