I just thought of another tool you could try before using the paint stripper. What about a blade scraper? Have you tried that? Seems like it would cut through that puffy paint.

I used just a regular metal scraper and it wasn't working.

A metal scraper won't have near the fine edge a blade scraper would have. I do try to stay away from too many razor blades. I'm notorious for multi-tasking and not paying close attention when I'm thinking of something else.

My husband calls my accidents - "Dumb, Dumb wounds". LOL!

I was in a hurry sanding a piece of wood and got a splinter in my hand. He said, "You want me to get it out?"

"NO! Don't you touch me!"

Also, I'd like to repaint with semi-gloss after using Kilz throughout the house. How long does it take the Kilz to dry and when would be a safe time period to repaint with semi-gloss paint?

Thankfully, my landlord is paying for it all if I can do it. Since he's allowing me to choose colors, I'm fine with it.

Thanks for the advice.
WOW!
Previous tenant needed meds?

You've been given good advice.
Just a comment, as a rule semi-gloss is used because it's so washable; ie kitchens, bathrooms and "kids" rooms.
I wouldn't jump on the semi-gloss if the walls aren't perfect. The semi-gloss will highlight the imperfections.

I'd suggest eggshell or flat enamel if I was speaking with a customer.
(part of my job involves mixing paint )
