Yes, before the nominating. They wouldn't draw nominee names until they knew they needed to. If KH was staying, there's no need.

When the term limit is up, the voters hold a vote for the sitting GS. If he garners 2/3 vote, he remains GS. If he does not get the 2/3 vote, then a nomination ballot is determined.

A sitting GS is given the chance to remain first with a simple yes or no vote. If no, meaning less than 2/3, the nominees are voted for.
