The second dispatcher is the one who asked if he was following and when he said yes, he was told not to do that. He told the cops he was on his way back to his vehicle when he was confronted. So I'm puzzled why people keep saying he shouldn't have left the vehicle when he was on foot.

There was one dispatcher, not two. Only one call in which GZ was asked about TM's appearance and location, not two.
GZ was watching him from his truck. Did you watch the trial at all?
