It's because a woman's face coloring changes when she's in a state of arousal. The cheeks turn bright pink, and the eyelids darken. They don't want us walking around looking like that all the time.

Of course many women look that way naturally, or from any kind of exertion. But NNOOOOOO...it's all gotta be condemned as it points back to sexuality.

As far as hair coloring. Everything should be NATURAL...the way God made you. No messing up, or 'fixing' God's creation.

Of course, they forgot the one little eensy-weensy flaw in that plan...it was actually God that created us with the desire to look nice, and be all girly-girly. Women everywhere dress up, color up, curl up. Or if you live in Africa, add those sticks and rings.
