I might be able to recommend some steps but in my mind they will be useless unless they first establish consistent discipline. Many churches sadly get this sort of "revelation", decide they are going to impliment it, then give up after a while or forget what their goal was.
In his book "A purpose Driven Church", Rick Warren speaks of goals or purposes, but he emphasizes each goal or purpose year round, constantly, year after year.
I've seen or known Pastors that thought how great this was and wanted to do the same, but they failed to constantly emphasize these purposes in a goal oriented fashion.
By that I mean you can't just preach on a topic occasionally. You need to have direction and you need to give that direction to the church. For example you announce that these month, in keeping with out church purpose, we are going to focus on.... You have to constantly reinforce what you want to accomplish. It won't reinforce itself. And you have to keep on it.
If you want your church to be a praying church you have to constantly reinforce that idea to the saints. You can't just reinforce it once and expect all the saints to keep that goal alive. Human nature doesn't work that way.
