What gives Apostolics the right...

What gives Apostolics the right to ask the same question that was asked of those by Paul in Acts 19? Have ye received the Holy Ghost since ye believed?I just ask this because at the time these people were filled with the holyghost Paul had to lay hands on them before it could happen...So why do Apostolics ask this question they are not Paul although alot of them think they are..
