That's would be a guess, but since you are lopping off heads over in your Islamic countries. Muslims would feel they stand a better chance in countries where their Sharia law system can't be enacted for their bad behavior.

There is actually historical support for that.

It was certainly the case for those fleeing christian religious law and this persecution by the church formed the foundation for the first ammendment.
