Good question.

I don't think the bible makes it clear if people were actually cross dressing or not in the old Testament.

God made us male and female. Pants were worn by priests in the OT and that was a male profession. And even today males are supposed to be the leaders of their homes. possibly this is why is was a prohibition in the OT.

I am sure you have heard the phrase " she wears the pants in that family" or " we know who wears the pants in that family". We all know this is not talking about actual "pants". Now a thousand years ago or a thousand years from now this phrase may not mean the same to a reader. I believe if you take Duet 22:5 in context and then the fact that there was no "dress code" mentioned in scripture from creation till the Mosaic law then the writer can not be referring to actual apparel.

Many scholars point out that the pagan nations around Israel (namely the Canaanites) would cross dress as part of their lewd pagan practices. For this reason, some scholars say that God forbade the practice in general so as to address the perversion of it all, not merely the paganism.

Deuteronomy 22:5 doesn't say as much as boo devil boo about paganism.
Did pagans also build houses without a parapet? Did make it a practice of distributing nests with mother and young? Did they always use oxen yoked with donkeys?

What a joke.
