Steve, repentance is more than simple remorse. It involves more than a
turning from sin. It involves a
turning back to God. Turning TOWARD God in faith is the ultimate climax of repentance. It involves a reestablishment of God as the sovereign Lord of one's life. In sin faith is misdirected. It is channeled away from God toward man himself. Man trusts more in his own word than in the word of God. In repentance man redirects his dependency back to God. NT repentance required this dependency to be channeled through Jesus Christ. The man returning to God could only rightfully do so if he returned by placing his faith in Jesus Christ.
If a repentant man seeking to return to God has not been introduced to Jesus Christ he cannot yet place his faith in Him. While he may want to return to God with all his heart, he must still hear the Gospel of Jesus Christ in order to reestablish right relationship. There is no other way.

No. Regeneration takes place at the moment man's heart converts to Christ. This regeneration unto life during the process of repenting is why repentance is said to be "repentance unto life/ to salvation." (
Acts 11:8;
2Cor 7:9-10)
