These types of humans do exist, Steve ... your scenario is unbiblical and/or unrealistic.

Keep in mind they are competent and able to make the decision to follow Christ ... but do not have the ability to verbalize.

Your paradigm assumes that all can verbalize to effectuate salvation ....

whether it be the baptizer of whom must get it right to bring about a partial spiritual birth or the tongues or hell doctrine as it relates to being regenerated by God's Spirit ...

if this is so we have to assume God doesn't have all of His bases covered when it comes to the plan of salvation
