You can just choose the file directly from your computer by browsing your files. If it's too big it won't change it.

I use the resize at PB to edit my photos then save a copy. Then I save that copy to my computer pictures. It works for me as I never edit my pic well on my computer it takes me forever and PB is easier for me.
