Some of them may not mean that the way it sounds. They probably have limited budgets and so they devote what they can give in their missionary budgets to those who are approved by the UPC. They may have monthly amounts allotted to foreign missions and cannot afford to have a visitor and the added expense of someone who is outside an already tight budget. Also, everyday our church website receives requests for support and partnership from random missionaries and pastors from all over the world. Some undoubtedly are as legit and sincere and worthy as Sis A...some undoubtedly are not. Supporting the missionaries that we are familiar with, who have been vetted by people we know, and are accountable to people we have a real relationship with helps avoid mismanaging our missions funds and sowing into a scam.
I'm sure that the UPC churches who do support Sis. A, do so because they are familiar with her and her works.
I also get emails weekly from someone who wants to come in and preach or do something with the youth or have a "prophecy workshop" or any number of other things.
