I interpret it to mean natural looking makeup that isn't out of line with skin color or natural coloring. e.g., nothing blue, silver, fire engine red, etc., and not caked on to the point that all you can see is the makeup.

Platform standards/guidelines are an attempt to maintain public uniformity. I don't care for them, personally, for various and sundry reasons. The reason this particular little guideline is sure to cause a firestorm is because it leaves some room for interpretation by individuals. Leeway is a sin in and of itself, you know.
