To a true pastor, their "edicts" as you call it are God inspired. You are definitely right, obedience isn't required to those who are outside apostolic order.

He never stops speaking to them through chapter 2 into 3. This why he says Ye have robbed me EVEN this whole nation(people). Wouldn't make since to say nation if the nation(people) was doing the robbing.

So he never stops speaking, yet the verses cleary show he did? Rightly dividing the word certainly can change ones interpretation.

God never inspires beyond or outside of the teachings of Scripture.

Nothing wrong with "tithing" a tenth of one's income as long as it originated in the heart of the individual to do so. However, if your church teaches that you must to be a member in good standing or to be used... the pastor and church leaders are guilty of extortion.
I'd welcome anyone to become a "covenant partner" by commtting to give 10%. However, I'd never teach that they must or they'd have robbed God. Nor would I require it to be used or to be considered a "member in good standing".
