And yes, people do discuss the Holy Ghost in scriptures before the book of Acts. Most of us just prefer to do so in context.

Actually Acts is the earlier writings about "signs" of the infilling of the Holy Ghost. I also don't recall the Gift of Interpretation of tongues in Acts.
1 Samuel 16:14 Now the Spirit of the LORD had departed from Saul ...
Hebrews 9:8
The Holy Ghost this signifying, that the way into the holiest of all was not yet made manifest, while as the first tabernacle was yet standing:
The signs changed.

So are you talking about tongues or the outpouring of the Holy Ghost?
Signs didn't change. Dispensations changed. Tongues and interpretation wouldn't be discussed in Acts. Very few messages were recorded there. Acts is a historic record of major events.
If Saul and others in the OT had been filled with the Holy Ghost in the same way that people were filled in the NT, there would have been no need for the explanations in Acts 1:8, John 20:22, John 15:26, John 16:7, John 14:17, or John 7:38, or the prophesy in Joel 2:28, or Mt 3:11.

The dispensation changed. The High priest did an annual offering and attonement for sins. At GC every one was asked to one more time to ask for forgiveness of sins and get refilled.
I don't recall saying Saul was "filled with the Holy Ghost" in the same way.
1 Samuel 16:14 Now the Spirit of the LORD had departed from Saul ...
I just posted a verse. It says what it says. How could this "spirit" depart if it wasn't in Saul?

By pulling the verse into the discussion repeatedly and indicating that most people won't discuss verses prior to Acts, it seemed as though you must think that Saul was filled with the Holy Ghost. Why bring it up repeatedly and insistently otherwise? Even your question at the end of the quote above makes me wonder if you assume that Saul was filled with the Holy Ghost.
As I said before, the Holy Ghost overshadowed people in the OT. It was a different interaction of God with His people. In my mind's eye-though clearly not a Biblical definition-more the difference between someone picking up a pair of gloves and putting them on.

Under the doctrine of once saved always saved, it is difficult for folks to bring up 10-15 examples in the bible that show someone have salvation and be filled with the Spirit and lose salvation.
Adam and Eve were born saved and confronted sin and death coupled with disobedience.
